The Ragoon are a species of space faring merchants who search for merchandise and natural resourses.  When they encounter low tech species like humans they colonize the planets and impose their own laws.  These hermaphrodites view multi-gender species as semi-sentient, and this prejudice creates problems for multi-gender worlds.  The Ragoon try to get along with the locals, but they expect their laws to be obeyed.
